At Microsoft, we'll put the envelopes next to the Building 9 flag pavilion.

Puzzle

People will get a list of phone numbers for the buildings outside Microsoft, 1-10. These will spell out a phone number. (note that there are only six rows, because 10 is one of the building numbers we used!) We'll put instructions to the office number on the answering machine. The office will be full of balloons, a small number of which will have directions to the next site.

Answer - Tiny Chapel near Sultan

The paper inside the balloon was written with ink that responds to blacklight. One team burned theirs to crisp in the hopes that the ink would burn first.
