Canonical magic square building: Go northeast (with wraparound) if you're not blocked. If blocked, go one space south. Start in the middle of the top row. Place letters in corresponding spaces.

Answer - GO NORTH TO UPPER BAKER DAM

This would have been a good time to tell Team Blue to use the west side of the lake to reach the dam; they lost 1.5 hours here. When we went site-hunting, the east path was blocked by a gate after the first mile or two. We assumed it was always closed.
